Massage Parlour Application

Permission refused - First Battle Won
A planning application was received by the Local Authority regarding 2 Cheyney Rd, Chester for change of use from Tapas Bar to Massage Parlour.
This application was decided by the Planning Board on 20th April 2010.
After a long discussion, the application was refused.
The Applicant now has a six month window of time in which to decide whether to appeal the decision.
Should the Applicant decide to go to appeal, the community should be aware that they have a role to play.
The Canal Basin Forum along with the local community and Chester University has played a major role in getting this refusal and we will continue to monitor the progress of this application.

Living on Rubbish Dump

Back Alleys and Streets Awash with Rubbish
Due to the abundance of Houses of Multiple Occupancy (HMOS)in the area, the feeling of Community has been diluted as the occupiers of these properties are usually transitory residents.
It is clear,that many HMO residents do not follow the timetable for rubbish collections. i.e. there is a calendar showing clearly which bags should be put out on particular days. Consequently, rubbish accumulates in alley ways and on pavements giving the feeling of living in an area that nobody cares about and also providing a breeding ground for vermin, not to mention the detrimental effect it has on the feelgood factor of living in the area.
The story so far:
Two walks around the streets and alleys have been undertaken by Canal Basi Forum and Garden Quarter Officers along with CW&C Refuse Collection Managers, PC Steve Baldwin,Community Wardens, Steve Clapham (University Proctor)and Councillor Tom Parry.
The purpose of these walks was to find out the extent of the problem and to discuss possible remedies.
Thus far, it has been decided, where possible, to site mini-skips in alleys to enable residents to deposit rubbish bags to overcome difficulties caused by holidays,moving property, etc.
We have put forward a case for changing the pattern of collection dates. This is still an ongoing process and we await the outcome of discussions between Councillors and Officers of CW&C.

Residents Parking Meeting

Resumé of issues
Residents Parking is an issue in the area. There is a possibility of a scheme being implemented by Cheshire West and Chester (CW&C).
It is essential that we make our views known in advance of any decsion made by CW&C.
This meeting will be pivotal with regard to making your views known.
There will also be an opportunity to receive Updates on the work done by the Canal Basin Forum during 2009

There was an excellent turn out for the meeting with well over 50 local residents in attandance.Many thanks to Whipcord Lane URC Church for providing us with accomodation at the very last minute.
A Representative of the Canal Basin Forum attanded a Council run seminar on Residents Parking where residents views were passed on.
The Consultation Framework for Residents Parking has been published by CW&C Council.

Drainage Group

Continuation of the drainage group
The Canal Basin Forum has approached the new Unitary Authority, Cheshire West & Chester, to request the continuation of the drainage group which highlights residents concernes regarding flooding in their area. We are awating the outcome.
On the 13th August Avril Coady met with Steve Kent Director of Environment to lobby for the continuation of the Drainage Group format under the new authority. Welsh Water have used as a template, the framework of the original drainage group for consultation purposes throughout Wales. We look forward to a successful outcome regarding the continuation of the group.
19th March 2010
A meeting will take place on 25th March with Rob Brooks, CW&C Flood Strategy Officer, regarding the re-constitution of the Drainage Group.
Canal Basin Forum Officers attended "Tidal Dee Flood Risk Mamagement Strategy - Community Stakeholder Workshop in February to residents views and concerns were factored in to plans for future Flood Risk Control.
Climate Change is happening; sea level will rise and there will be larger and more ferquent flood events.
The Canal Basin Forum feels it is improtant for people to be aware of this and to work together with relevant organisations on a Flood Prevention Programme.

Community Groups to Speak with one Voice

COMMUNITY groups are forming one organisation to make sure its voice is heard.
Residents’ groups representing the city centre, the Garden Quarter, Kingsway and Newton, Northgate Village and Brook Street are behind the Chester Communities Together initiative.
Many enjoyed a relationship with the now defunct Chester City Council but are concerned their voice may not be heard within the larger Cheshire West and Chester Council.
Secretary Martyn Delaney said: “We realised that with the new larger authority there is a need for community groups to form larger groups to engage with them to have some strength behind our voice.”
“Many of the group’s members have been successful campaigning on local issues,” added Mr Delaney.

Tower Wharf Development

Developers CTP Ltd. , in conjunction with British Waterways and Morris Homes, began work in January 2008 clearing Chester’s old Tower Wharf area for a multi-million pound canalside development.
The scheme is planned to incorporate office accommodation and leisure venues as well as apartments and townhouses. Work on the site has currently been suspended, however, due to the economic downturn – CTP are waiting for the commercial property market to improve before beginning construction on the planned trio of office buildings.
Chester MP, Christine Russell, and Geoff Taylor of the Canal Basin Forum (whose grandfather founded Taylor’s Boatyard) are both hopeful that profits made by British Waterways from this scheme will be utilised for the restoration of listed buildings along the canal, many of which are in a poor state of repair.
In line with current development regulation, an archaeological evaluation and excavation was carried out on the site (by Earthworks Archaeology). There would appear to have been three distinct phases of activity on the site: the vestigial remains of a Roman road that appeared to run towards the River Dee; a 17th century Civil War period ditch; and the remains of 19th century buildings associated with the canalside and wharf.
